APS Reform Agenda

APS Reform is the Australian Government's commitment to building a stronger Australian Public Service that delivers better outcomes for the community, acts as a model employer and contributes to a fairer and more inclusive Australia.

  • Review arrangements and processes for appointments to public sector boards

  • Build Asia and the Pacific capability in the APS

  • Establish an APS Capability Reinvestment Fund

  • Undertake regular capability reviews to build organisational capacity and accountability

  • Require annual publication of APS Census results, along with an action plan setting out how results will be addressed

  • Undertake an audit of employment of the APS

  • Embed a culture of evaluation

  • Boost First Nations employment in the APS to 5%

  • Develop a strategy to increase access to flexible and remote work across the APS

  • Reduce gender pay gap and report publicly on progress

  • Achieve net zero in the APS by 2030

  • Create a clear and inspiring APS purpose statement

  • Uplift the APS’s capability in strategic foresight

  • Enshrine Stewardship as an APS Value in the Public Service Act 1999

  • Widen spans of control and encourage work to be done at the lowest capable level possible

  • Deliver a new Workplace Relations Policy to reduce the fragmentation of APS pay and conditions

  • Create a Charter of Partnerships to promote an open APS and guide external engagement and collaboration

  • Work with APS entities to develop new corruption prevention measures

  • Cross-APS work to strengthen pro-integrity systems and culture

  • Extend the core values of the APS to all agencies that are covered by the Public Governance, Performance and Accountability Act 2013

  • Pilot an in-house consulting model to strengthen core capabilities and functions

  • Establish a process for regular, evidence-based and public engagement-driven long-term insights briefings

  • Consider and implement the recommendations of the Maternity Leave Act review

  • Conduct a user audit of MyGov

  • Establish a National Anti-Corruption Commission (NACC)

  • Strengthen behaviour and outcomes-based performance management, starting with SES

  • Review the Public Interest Disclosure Act 2013 to strengthen protections for whistle-blowers

  • Implement the recommendations of the Set the Standard report

  • Expand the Survey of Trust in Australian public services and make data more available

  • Increase the transparency of Secretaries Board

  • Develop a user-centred vision for service delivery
