Digital investment plan policy

The Digital investment plan (DIP) policy and accompanying guidebook establishes a consistent, comprehensive and long-term approach to digital investment planning across government. It enables the Digital Transformation Agency (DTA) to effectively aggregate a whole-of-government view of the digital investment landscape. 

The policy was developed to address critical gaps in planning by establishing a structured approach to short, medium and long-term digital investment planning. 

The policy: 

  • specifies a consistent approach and minimum standards for strategic, future-focused digital investment planning
  • supports agencies to align with the vision and missions of the Data and Digital Government Strategy and other strategic priorities. 

The guidebook: 

  • outlines minimum content requirements for each section of a DIP
  • includes templates and guidance for content development.

Applicability

The policy applies to all non-corporate Commonwealth entities subject to the Digital and ICT Investment Oversight Framework (IOF).

Policy requirements

This section describes the requirements for agencies to meet the policy. 

The content requirements for a DIP are outlined in more detail in the guidebook.

  • Have a digital investment plan in place by 1 July 2025.

  • Designate a suitable responsible officer to approve the plan.

  • Submit an approved plan to the DTA at least once annually.

  • Address the following minimum content requirements outlined in the DIP Guidebook:

    • an agency overview, introducing its role and functions
    • a list of important current systems that the agency uses or provides
    • a digital outlook vision statement
    • a planning section containing the digital investment plan or a roadmap
    • enablers that underpin the plan's delivery
    • risks which might disrupt the plan's delivery.
  • Ensure that proposals, projects and ongoing digital initiatives assessed by the DTA as part of the IOF are aligned with their plan.

  • Ensure all internally funded digital initiatives that are critical to agency functions are outlined in their plan.

  • Align the plan with the agency's strategies and demonstrate contribution towards the Data and Digital Government Strategy.

  • Review and refine digital investment plans twice a year, in line with budget cycles.
